Your best bet at getting a Psychonauts sequel is to honestly just wait.
Schafer understands writing and plotlines pretty well, and as such he did leave it on a bit of a cliffhanger.
He'll likely make a sequel after Brutal Legend, or maybe after another game after Brutal Legend.
He's not gonna leave us hanging.
