The hard part would probably be getting the game to display the characters. I know from experience that a lot of game engines designed for Chinese/Japanese/Korean characters don't play nicely with Roman alphabet text, and vice versa.
Because of this, it could end up being a far larger undertaking than just editing the dialogue and description files (which itself could take a rather long time, more than I have, certainly). The amount of work involved, and the low demand for a 9 year old game to be translated into Chinese means most people will probably devote their time to mods that a wider audience could enjoy.
