How do i get them to tell me about the Hat???

Do you knew which one is lying and which one tells the truth?

I have serious parrot trouble! I have talked to Lafeet and the tourist by the statue. I have tried to use both wimpy grog and groggochino on one of the parrots. Still I cannot ask where the hat is..
I pretty sure I have all the items I need.
I've tried it hundreds of times...

Could you talk to Jumbeaux about Tiny LaFeet?

No. But I went back to the tourist and asked what he was doing. Thats the part that was missing. The mystery is solved. I could now talk to LaFeet and use the parrots to find the boulder. Thank you!
