I need to know how to change npc behavior like, making them chase you or to move when they see you insted of just standing there.

Look in the description of the NPC_spawner, hit N and if the information box is hidden, drag it down from the top of the window.

You're going to find, though, that NPC's will NOT chase you unless you have waypoints set in the map (preferably linked together) and maybe some point_combats. Otherwise they will move only a short distance to attack you.
Unless its Jedi, reborn, cultists etc.
