That's really good, his anatomy is just about spot on, he pose is very dramatic (rain adds a good effect too). The background is also nicely done, gets the point of an urban scene across without escaping the main focus of the picture. I like Lazarus 
I haven't done any drawings in a while, so I did this on MsPaint just for this thread

Ohh I got it now! I think the thing that confused me was that rocky hoop type thing in the middle. Since i made it out clearly, I can clearly say: not bad at all, I like the way the sea is rendered
