Are you talking about the DS server manager that comes with the server files from Lucas Arts.. You can't edit or turn the announcements on/off when you use that server manager.

Oh well where do you downlaod 1.1 or 1.10 for ps2?

Ummm... 1.1 and 1.10 are the same number..

There is no 1.1 version for the PS2. I think the highest official version is 1.07 for PS2. The PC version had a 1.1 release of the Black Bag Ops server manager.
