"Policy" and "what actually happens" are two very different things. Of course, as the war wound down, there were less Germans that 'attacked' or 'attempted to escape' because there was a capacity to deal with them. A guy I know that was on the ground in Kosovo said they had been given orders not to take prisoners, which meant they shot a lot of surrendering Serbs.
