Is there a simple way (ie using nothing but Ms Paint) to "tune it down" just a bit, so it doesn't lose much of its present awsomeness, but is a little easier on the eyes?

Sure, although I would prefer it if you registered an account at Imageshack and hosted it there. Not that it matters, as I don't think there's a bandwidth limit on Imageshack(and that's where the picture is currently hosted).

Depression and goth don't have anything to do with eachother, sorry. I chose that pic because it depicted so much emotion. Also, the seagul you can faintly see in it stands for freedom, which also contradicts the depressedish figure. I thought about this one

Not to be offensive but it doesnt seem too big. Plus it is alot bigger than that. So that is nearly the smallest it can get.

It's over 200 pixels tall. that's far too big. you can always crop the image you know.
