It's not a question of time. It's a question of need and qualifications. When LF staff determine they need a moderator for a specific forum they evaluate existing members for their contributions, abilities, and level headedness (at least that is the rumor anyway). Once they select a member from the the pool of candidates they will invite that individual to become a moderator.
The important point to all this is they'll ask you. Don't ask them.

Couldn't have put it better myself.
Pretty much every community is watched very closely by at least a few super moderators and admins, which should be fairly clear considering how many there are. Members who contribute a lot and are generally suitable for a moderation role will be noticed and of course be first in line when some new moderators are required.
Worst thing you could really do is join or participate in a community purely to become a moderator. Doing that is liable to make you come across as artificial and bland, which isn't really what anyone wants in a moderator. Having a good, fun personality is just as important as the ability to make decisions.

That said, time is a small issue, if you only just joined a week ago, I wouldn't expect to be considered no matter how well behaved, level headed and fun you are, but at the same time, there are a lot of people who've been around for 5+ years who aren't considered simply because they don't have the right mentality to become a moderator.
So first and foremost, it's down to the Admins and (to a degree) the supermods discretion, but time will obviously play a small role. It'd be hard to give, even a ball park indication of how long it might take though.

Yeah, time plays a small role, but it does. At least concerning people like me. I'm three years here now, and soon I'll be moderationised.

Ray, you can moderate my heart any day of the week. But there really are some people who shouldn't be moderators, even if they have high post counts. Lord knows what kind of mayhem I would cause. Case in point.
