Nobody on these forums knows if or when the game will be made.

You can rest assured however that you would see info about an officially announced KotOR 3 at www.starwarsknights.com.

Nobody knows. Rumour has it, TheSuperRodian is making the game all by himself but that's just a vicious rumour. Rest assured, if you don't see any type of announcement thread in this forum then it hasnt been announced.
