What in the Galaxy is a Speed Hack? (PC)

I was playing MP earlier, and at the bottom of my screen flashed a message saying 'Speed Hack Detected!' I want to know what in the name of Scorch a speed hack is and what it does. Any ideas?

I think it means that someone on the server had a mod to improve accuracy, speed of bullets, something like that

You really can't mod this game, the best aiming help you can get is centerview and even that's not great. Speed Hack just means you usually have a bad connection I believe.
