Actually, it's a part of a year-old AGS contest (you can find details here)
The joke caption was: "In an early, unreleased version of Full Throttle, Ben was accompanied on his journey by an obnoxious little girl holding a perpetually dripping ice cream cone. The character was cut from the final version of the game for reasons unknown."

The icecream reminds me of The Curse Of Monkey Island. Haha , Icecream with dog-costume hair and pepper. Amazing games. Too bad you don't see such pieces of art these days
