Lightbulb Help with mod idea

I have two questions.
When editing a character or item, do the changes take effect only the first time you see them? Nothing happens. I tried to turn the cardio belt into a belt that raised your skills, but there was no effect.

Second: Would it be possible to make a new party member that is a merchant? This would be useful for those who found themselves unprepared for a raise in difficulty (like me) and are stuck between a rock, a black vulkar base and a hard place.
