he's in one of those doors that is usually locked shut, looks rusty. I had such a hard time finding it the second time around.

Yeah, on the way to the Slave Quarters area, there's a door on the left just past the Ronto. Go in there, and Jar Jar is hanging out enjoying the sauna atmosphere.
